The Health & Safety Executive (HSE) say you must:

Prepare a statement of your general H&S policy, H&S organisation and arrangements for your business. If you have more than 5 employees you will need to write this down.
Train staff to understand your health & safety system

The Regulatory Reform (Fire Safety) Order 2005

The Fire Safety Order applies to virtually all premises and covers nearly every type of building, structure and open space. As part of the requirements you must:

Carry out a fire risk assessment identifying any possible dangers and risks
Remove or reduce the risk from fire as far as is reasonably possible and provide general fire precautions to deal with any remaining risk
Provide an emergency action plan
Train all staff in fire awareness and your emergency action plan. Select and train some staff in emergency fire fighting
Have access to competent fire safety advice to help you meet your fire safety duties. This can be you, workers from your business, external consultants or a combination of these.
